Base Image Programmer updates

Updated NTProg software
- Fixes to initialisation and flashes LEDs on reinit so you can check your connection
- Will write/readback from parallel port with earlier programmers to check board working

Updated documentation for USB base image programmer support and installing NTProgCE

Note that Win98/ME support is being dropped. New installation packages for driver installs etc and Unicode updates for multilingual support do not support these OS's so they will have to be dropped
