Troubleshoot my o2 sensor

Front o2, not displaying voltage feedback with ignition ON, (does it?)
Also will not display when car is idling very poorly.

ECU problem / Wiring problem / Bad o2?

I've tried the JDM o2 sensor as well, no luck which makes me think it's something besides the sensor.

I had to extend the wire, the white wire was insulated. I used the innermost part of the wire to solder to.
